Federal

Some activities are regulated by federal agencies. The relevant regulator depends on what the business makes, sells, transports, imports, exports, finances, broadcasts, or otherwise does.

State

States may regulate professions, trades, sales tax, employment, environmental activity, vehicles, food, health services, construction, and other fields.

County and city

Local rules may cover general business licences, zoning, home occupations, occupancy, building and fire codes, signs, health permits, waste, parking, and local taxes.

Property and landlord

A lease, condominium rule, mortgage term, insurance policy, or homeowners' association may restrict business use even when a government permit is available.

Ask whether customers or employees will visit, deliveries will increase, inventory or hazardous materials will be stored, signs will be installed, noise or parking will change, food will be prepared, or the activity will alter the use of the property.

  2. Check the state regulator for the occupation or industry.
  3. Check county and city business, zoning, building, fire, and health pages.
  4. Confirm property, lease, and insurance restrictions.
  5. Document the answer and renewal dates.
